They seem to rest on the bottom when I turn off their tank light.

Yes, LuAnn. Fish have a sleep cycle.
This is why tank lights shouldn't ever be kept on for a "nightlight".
Without their sleep, they become stressed. However, fish don't get
crabby with lack of sleep like we humans do. They get stressed.
Stress leads to big problems with fish.
