Java Moss Dandruff

I just cleaned my Betta's bowl, and her Java Moss suddenly has a white
powdery "dandruff" all over it. It's actually flaking off of the moss
and it's all over the place. She seems fine but I am worried. Any idea
what this is and how I should treat it?

The Betta would be much better off in a heated tank and not kept in a
bowl.

As for the powdery stuff on the Java moss....you said it was after a
water change.
What size bowl is this and how much water do you change.
Do you clean out the gravel?
Also, how often do you do them.
How much light does this bowl get?
