Penguin 330 overkill or OK for a 29g tank?

Assuming that the 330 relates to gallons per hour, no.

For normal fish you'd want 5 times tank volume per hour thru a hang on
the back type of filter...

For goldfish 10 times volume is just about right.

I've got a Penguin 170 AND a 330 on my 55 gal. Does just fine.

LFS selling a package deal of a 29g tank + Penguin 330 filter (and other
stuff). Is the Penguin 330 overkill for that size of a tank? I have 3
goldfish in mind, the largest one is 3.5 inches in length (excluding the
tail), the other two are smaller: 1.5 inches length (excluding tail).

I used to work for Marineland and this filter should be fine for a 29. No
problem with 10 turns an hour. You may wish to have a mat of fake floating
plants under the outflow if you are concerned about current.

Never was involved with design. Don't even want to speculate. I thought it
was nice that the 280 and 400 and the 350 pro wheels are all the same!
Using a tidepool 2 now on an 80. Like it a lot.
