The stone will have some noise, this is normal ...
Bury the stone about an inch of gravel to reduce noise ... it will make more bubbles, but it's still aerating tank.

Shelton Man's Art on Display at 'Festival of Lighthouses'
A Shelton man’s traditional lighthouse is helping to light the way for visitors in The Maritime Aquarium at Norwalk as part of the Aquarium’s 10th annual “Festival of Lighthouses. Charlie Kestler’s “Holiday Point Lighthouse” is one of 24 lighthouses in the holiday display, which is open daily and free with Aquarium admission November 19 through Jan. Kestler’s entry is a traditional black-and-white lighthouse, with a lighthouse-keeper’s house and grounds all decked out for Christmas. A big wreath decorates the lighthouse, colored lights twinkle along the roofline and green roping drapes along the picket fence. Aquarium visitors can follow these homemade beacons through the galleries and then cast a vote for their favorite. “This is always a highlight of the holidays – for staff and for our visitors,” said Chris Loynd, the Aquarium’s marketing director. I decided to add an air stone to increase circulation and also added a small filter that attaches onto the inside of the tank to help with the waste produced. I just cant find any info as to fish being scared of air stones, or vibration. The cleaner pump can also be used to pump water back into the aquarium, eliminating the need to struggle with heavy buckets of water…. the fish is kinda large (4-4 1/2 in), so weve been having some cloudiness in the tank. I have a penguin air filter in a ten gallon tank. He just sits in the corner barely breathing when either the small filter or the airstone is on. He will sit on the bottom of the tank on the opposite side. The problem is, it was REALLY helping with the tank cloudiness issue. A couple of squeezes on the hand pump is all that is needed to get the pump working. My fish seems really scared. Im a beginner at fish care....
