If you have tried to try and use polystirine and sprayed expanding foam over and created caves, etc. My question is you have to add cement or to just use foam and then seal it with a pond sealer a few times.
Pond sealer should be fine, but brown silicone is slightly more common. Cement is certainly not necessary and will actually jump until the pH as calcium oxide dissolves in water. Stick to the pond sealant.
